Budget 2027 considerations
An inheritance tax is charged to beneficiaries on what they receive, whereas an estate tax is charged on the deceased’s estate before assets are distributed. With a high threshold, transfers between spouses and perhaps the family home could be exempted, and progressive rates could be applied to large estates. The main benefit is a progressive tax on accumulated wealth and a new source of revenue that is less directly linked to work or consumption. The risks include family-business disruption, liquidity problems where assets are valuable but cash is limited, complex valuation, avoidance through trusts or lifetime gifts, and possible double taxation where the underlying assets were previously taxed.
