Budget 2027 considerations
An undeveloped-land tax would be an annual charge on serviced or strategically located land that remains vacant or underdeveloped beyond a reasonable period, especially where planning permission and infrastructure already make development feasible. Rates could increase over time, with exemptions for agricultural land, conservation areas, land awaiting government approvals, genuine construction delays and sites affected by infrastructure constraints. The tax could encourage more efficient land use, expand local-government revenue, reduce land banking and increase housing or commercial supply. Its drawbacks are that it may punish owners facing weak demand, financing difficulties or regulatory delays, and it could encourage rushed, low-quality development; accurate classification and coordination with existing quit rent, assessment rates and RPGT would therefore be essential. Existing Malaysian property charges already include quit rent, assessment rates, stamp duty and RPGT, so a new land tax would need to avoid simply duplicating those liabilities.
