Budget 2027 considerations
A multiple-property tax would impose an additional annual levy on people or entities owning more than a specified number or value of residential properties—for example, after a first home, or only where the combined assessed value exceeds a high threshold. It could be based on the property’s annual assessed value, market value or number of units, with exemptions for ordinary rental businesses, inherited homes, affordable housing and properties occupied by dependants. The potential benefits are additional recurring revenue, better targeting of property wealth and reduced incentives to hold homes vacant for speculation. However, it could penalise legitimate landlords, raise rents if owners pass the cost to tenants, create valuation disputes, and unfairly affect households that own several modest properties but are not genuinely wealthy.
