Budget 2027 considerations
Capital gains tax (CGT) applies to profits realised when an asset is sold, such as shares, businesses, land or investment funds, rather than to the full sale proceeds. CGT already applies in specific circumstances, including certain disposals of unlisted shares and foreign capital assets remitted into Malaysia, while real-property gains generally remain under RPGT. The coverage could be broadened to selected gains on listed shares, private-company interests, high-value financial assets or second homes, with an exemption for principal residences and a threshold for small investors. This could improve neutrality between salary income and investment income and raise revenue from wealthier asset owners, but it could discourage investment, encourage tax deferral or relocation, increase compliance complexity and tax gains that are partly caused by inflation.
